Add a whitelist for usergroups or members

I just purchased the "Signup abuse detection and blocking" add-on, I didn't had the chance to get an alter ego alert.

I would like to get that implentations added :

@Niro there is already a user-group whitelist via the "Bypass multiple account checking" permission (there are additional permissions).

Multiple account handling permissions

• Bypass multiple account checking
• Can enable / disable alerting for user
• Can enable / disable alerting for log
• View reportings
