The registration checks system checks for shared IPs and multiple accounts newest-first.
The multiple accounts system stops after the first detection.
If the detected account is banned, the registration is rejected.
If the detected account isn't banned, the registration is moderated. Therefore on the first attempt of ban evasion the detected account is the banned one and the registration is auto-rejected, but on all subsequent attempts the detected account is one of their ban-evasion attempts that has been rejected rather than banned, so they get moderated rather than auto-rejected.
So if an account is created to evade a ban on another account, but has been rejected for reaching a score threshold rather than being rejected for being a multiple account of a banned user, it will be moderated rather than auto-rejected.
