Cant turn off thread notes

Even when there is no permission to use thread notes, the functions to start a thread note discussion are still there.

I would like to turn the whole function off, because I don't want to have it used anywhere.

Mine is off, I shut off all the permissions and it goes away

@Alfa1 can you ensure you are running the latest version and then check?

If it is still occurring can you post a screenshot?
