Crowd Moderation Instruction Please

I thought I understood this feature but I cannot seem to figure out how the person in the usergroup actually assigns the crowd moderation points.

Do they need to have other moderation privileges as well?

Our forum is displaying the select for moderation checkbox to all logged in users which I believe is a bug that I also have not been able to find and correct.

It feels like there is some basic idea here I am missing.

A user needs to have the "report" permission, and the "Crowd Moderation Report Limit" permission but be configured. The points are then configured either globally or per user-group. The reporting user doesn't get to pick.

There is a lot of possible reasons that may have happened, but it will be absolutely unrelated to this add-on.
