Disable post thread/reply if Elasticsearch server failed to start

@Xon Please can you add option disable post thread/reply if Elasticsearch server failed to start? So we are not miss any post from Searches result. Also can be make Board is inactive.

• Disable post thread/reply if Elasticsearch server failed to start.
• Make Board inactive if Elasticsearch server failed to start.

This not memory limits issue. If Elasticsearch server upgraded to new Version then Elasticsearch do not start without reboot server.
