We want to avoid the same members rating each other too much as that may well be rating trade.
To avoid this most rating systems have a user spread where the member needs to rate X members before he can rate the same member again. Generally this is set per usergroup so that ranking usergroups have more freedom.

There are those users who have an extraordinary affinity for some members. i.e. Member A rates Member B X times more than other members do.
When this criteria is met and the user has given at least X ratings, impose a limit so he has to rate Y other members before he can rate the same member again.
