Email footer text is missing from digest mail

To comply with the can spam act, GDPR and the requirements of email providers, all email needs to have an email footer with:

1. to whom the email is addressed
2. why the email is received
3. what organization sent the email
   
4. a 1 click unsubscribe function
5. a 1 click unsubscribe function for all email

The digest email lacks these details or functions.

XF1.x doesn't have a sane way to handle this, I can make it so it kicks the 'unsubscribe function for all email' option but the rest is kinda yuck
