Exclude from IP search by user group

Add an option to hide certain usergroups from ip search.

Reason for this is I would like to let a certain user group to search ips without being made a staff member and they can't can't get a search result from user groups of my choice e.g. our staff.

This sounds like a useful option, I'll consider it for the next release

An alternative approach could be to delete IPs for specific users or usersgroups. For example I prefer to replace admin IP with 127.0.0.1 because many server features are IP whitelisted.

After my encounters with the xf_ip table issues (ref), I'm going to have the shelve this until I do some more research on how to better expose IP search (either as a front-end or admincp thing)
