Excluded Maximum user name changes from rejection?

Please can you add option Excluded Maximum user name changes from rejection? If member user name change Rejected by moderators then this do not count and member can another requested with valid reason.

Example: If Maximum user name changes set to 1 then member can another request, when user name change Rejected by moderators.

It should already be excluding rejected username changes. Will look into bugfixing that
