Force Users to Read Conversation

Please can you add option Force Users to Read Conversation? Based on who are send conversation will be forced to read all conversations. Also set a permission for admins/mods that would allow them to flag that a conversation they are creating must be read by the recipients (a new column must be added to conversations). Then check for this flag.

This is a fairly complex bit of functionality and isn't currently planned
