Already discussed this in XF.com with @Xon, so just putting it here for record keeping purpose. The idea is, as the description tooltip is not visible on mobile devices, the user has to pick a rating blindly unless the icon is an obvious representation of its meaning (which is not possible to maintain all the time).
Hence I propose to enable tooltips on mobile devices as well. FB does it by introducing tooltip on icon-press and applying the rating on icon-release. IPB does it by keeping tooltips visible all the time for all the icons on mobile devices (which makes some sense only if the icons are in vertical orientation).
I like the FB approach, but not sure if plausible in XF2 framework.
