New permissions for Report Queues

Would be nice if you can add new permissions for this add-on

• View report statistics (Queue)
• Show / hide 'Reports' in staff bar

I have some Junior Moderators on my forum and i don't want them to view all report statistics only statistics for queues they are assigned

Currently they can view all statistics, with this permission they should be able to see only "Report statistics (Queue)

The "Show / hide 'Reports' in staff bar" bit is a big hard since otherwise you can get a very large number of queues in the staff bar which is a near unusable mess.

• Would need to be the ability to see stats for queues a user can see
• per-queue view report stats is hard without rebuilding how the per-queue permissions are implemented. Atm it is a simple 'view' check, and not something complicated
