Place Flagged accounts into usergroup and start conversation with users

Would it be possible to have the ability to automatically add users who are flagged to a usergroup and send a default conversation asking for clarification to involved users?

For example, when we are notified of duplicate accounts, we manually place both accounts into "awaiting confirmation" and then start a conversation with them asking for an explanation about why they have multiple accounts before we reactivate their accounts.

I'd love if that could be automated.

The option to place flagged users into usergroups will be coming in the next version, but not the automatically start conversations.
