Reject Multi-Account Based on Previous Rejection

Maybe I am just not understanding how the logic works but here is a scenario we had happen earlier.

An account was created. It exceeded the Score threshold (due to country) and was rejected.
A second account was created. It had a cookie and IP hit. It also exceeded the Score threshold (due to country) but because of the multiple account hit it was moderated instead of rejected.

Is there a way to setup the setting so if an account is rejected, any cookie or IP matching account is also rejected without ALL mutipe account hits being rejected?

Here are my current settings for what I believe is the relevant area.
