Report Flooding Controls: User can reopen their Report: Y/N

Some members have no control. They keep reporting the same issue over and over if they disagree with the report decision. A staff decision should be final, but currently its possible to keep relitigating the issue.
We really need some Report Flooding Controls to stop that from happening.
Multiple approaches are possible, but the most effective one, would be the following permission:

• User can reopen their Report: Y/N

If a member does not have permission to reopen their report, then either the report link should be hidden on the post, or when they click the link they would receive the following message:

You have already reported this post. The report has been closed by the staff. All staff decisions are final

It'd be a godsend to be able to deny some users the permission to reopen their reports.

I've seen that. What it really needs is a per-report 'lock' command which just rejects report statements (and then a similar permission)
