Signup abuse detection and blocking by Browser timezone

It would help a lot to also be able to add points for browser/timezone like : Asia/Hong_Kong. We have spammer that are using proxies to make it look like they are in the US so the country filter does not work however they still have the time zone logged during registration as : Asia/Hong_Kong.

@Xon Another issue we are now having. People are signing up via a VPN and scamming dumb people who want a car part. Would it be possible to flag registrations that are known VPNs like https://whatismyipaddress.com/ip/143.244.37.130

The getipintel feature (which isn't enabled by default) does a lot of that and I do recommend it to be enabled but requires you to add an email address/configure it.

Thanks! I implemented this and the first registration was from a VPN. LOL!
