Threadmark: Forum option to send new threadmarks to the approval queue

I would like to make this suggestion which would allow users to see the Add threadmark link but it would enter the approval queue and a moderator permission to bypass the queue.

This would allow administrators to be able to allow a more broad amount of users to be able to create threadmarks without fear of abuse.
