Unlock banned users for certain forums

I need an AddOn that unlock banned users for certain forums, for communications, is there one?

Nope.

You can instead do user-groups assigned to top-level forum categories revoking posting rights but leave a given forum for them to post in. Then when you issue a warning it revokes general posting but still allows posting in a specific forum.
