An example...
I have a user X who has given 14,000 positive ratings and 11,000 neutral ratings.
I've set up a promotion with the following criteria.
No other criteria settings.
So user X falls into this (their ratio is 0.44).
They're not being added when I run the promotion cron though. It actually adds a couple of random users who don't fall anywhere near this criteria.
If I remove the first part of the criteria (given at least 50 neutral) then it returns a lot more users but still none within the 2nd criteria.
