Hashtag index page?

Trending hashtags is interesting, but I think it would be really cool to have an index page of all hashtags used sorted alphabetically. On our jetboaters.net site, we haven't had a lot of use of hashtags and part of the issue is it is hard to use a tag or learn a tag that others have used....and to keep track of them all. A page where they were all listed would allow you to browse all of them, not just the ones currently trending.

A separate idea would be for an admin capability to merge hashtags, much like one can merge tags.
