Merge users direct from report

Would be ideal if we could provide the option to merge users from outside the ACP, directly from the report. Would likely also require a permission to allow regular users (non-administrations) to merge users.

I'm a little twitch on this as merging is massively destructive, and is often a case where add-on support tends to fail badly.
