Misdirected URLs on Modcp pagenav

On the /modess/tags page, the page nav number links are directing to the wrong place:

e.g.

/tags/?page=2

instead of

/modess/tags/?page=2

using XF1.5.11 and ModEss 1.11.5

This bug has been around since 1.7.0

@Alfa1 I'm just testing v1.12.0 which will feature a reworked Thread Notes UI and some other bugfixes. I'm hopeful I'll get that out this week.

ModEss Reply-ban listing functionality was also badly implemented and would fail if you had threadmarks installed. Because it passed the string "null" into the pagenav.
