No Q&A CAPTCHA in email

"Include CAPTCHA Answer" is not being included in the emails.

CAPTCHA Question & Answer enabled for registration and have confirmed the questions are being shown to new sign ups.

New Registration Email 2.2.1 on XF 2.2.8 Patch 1
