This is actually a suggestion for both the moderator essentials as the crowd moderation addon.
Please add a function to the report function, that lets the user select which rule is broken. For example:
'If you are reporting a rule breach, then please select which rules were breached: ☑ rule 1 ☑ rule 2 etc. The default free text field can be used by the reporter to explain.
Then show the broken rule in the report.
