Users with tag moderation permission get no permission on modcp link

Users that have permission to access tag moderation do see a modcp link on navigation. When clickign this they get a no permission error because the link goes to /modess/ for which they have no permission.
So I think that the link should be different or the page should redirect to /modess/tags

The is 'by design'. You need to give them the "access mod panel" permission, and then individual permissions on what they can see/do.

For non-mods, the link is added to the end of the forums tab;

There is however a bug where it links to /modess/modlog, instead of /modess/
