Allow rejected users to delete their accounts

Hey there,

from time to time, rejected users (rejected because they have a multi account, because they've used a trashmail or used a VPN) are in-fact "real" users, but still unwanted. I'd like to request the ability to allow them to delete their accounts. Currently that's not possible and they receive a message that it's access has been denied because their account was rejected.
